ROLE of the POSITION Oversees the day-to-day operating of the Purchasing Department. Assigns and monitors clerical and administrative responsibilities and tasks among office staff. With a high level of independence, develops and implements budgets, prepares reports for various stakeholders, and ensures the department complies with University policies and procedures. Has the financial management and fiduciary responsibility for Purchasing accounts, state appropriated funds, funds on behalf of other departments (when necessary) and has the delegated authority to commit University funds through financial contracting. Forecasts and make recommendations regarding needs of the Purchasing Department for staff, facilities, and budget. Must be able to draft and formulate procedures to increase production, shorten response time, and maintain accuracy with available staff. Formulates operating purchasing practices independently. Will complete whole re-writes of the Purchasing and PCard Manuals independently, benchmarking against other Universities and businesses to determine the most efficient and effective best practices. QUALIFICATIONS This position requires a Bachelors Degree from a regionally accredited college or university and 5 years of related professional experience is required. Equivalent related work experience, education or a combination of work experience and education may be substituted for work experience and/or education requirements on a year-for-year basis. Must be computer literate and capable of performing tasks such as maintaining information files, and processing work such as creating professional letters in response to bid protests, legal matters, public records requests and such, input complex and precise data into computer programs to create purchase order documents, and be able to manipulate data tables to assist in necessary analysis. Must have demonstrated problem solving ability. Must be able to communicate and interact well with peers & contractors/suppliers, at all levels. Must be service oriented. Must have ability to clearly and concisely exchange ideas, information, and opinions with others to arrive at solid decisions, conclusions, and solutions. SALARY RANGE Salary competitive with those at similarly situated institutions. Position is contingent upon funding.
