The Payroll Manager position leads our core team of union and nonunion-processing payroll professionals, leveraging skills where each colleague is involved in producing results. Key responsibilities that the Payroll Manager must have will include ensuring timely and accurately processing of all payrolls in accordance with our Company s internal controls, federal and state regulations, and collective bargaining agreements. Requirements Bachelor s degree in Finance, Accounting, or Business Administration with demonstrated experience or proven experience on the application of Payroll/HR principles and concepts CPP certification preferred Minimum six to eight years of in-house union payroll and benefit experience Minimum five years leading, coaching and engaging employees Comprehensive knowledge of payroll administration, including federal and state wage & hour and tax regulations, in a multi-state environment. Working knowledge of multiemployer pension plans. Working knowledge of defined benefit and defined contribution plans and related laws and regulations. Ability to interpret collective bargaining agreements for pay rules; health and welfare; and pension plan rules; and employee vacation, sick and holiday plan rules. Excellent verbal and written communication skills including the ability to effectively present facts and recommendations in oral and written form. Advanced Excel skills. Excellent research, computation and analytical skills with strong attention to detail. Ability to work in a fast-paced environment, handling multiple tasks and work under time constraints and deadlines. Ability to work in a team environment and foster teamwork. Ability to design, implement and refine complex processes and to optimize performance. Reputation for high customer service ethics.Responsibilities Direct day-to-day payroll processing and garnishment functions in accordance with all federal, state and local laws, collective bargaining agreements and all corporate policies and procedures. Work closely with Payroll leaders to ensure the appropriate application of new or changing collective bargaining agreements and compensation policies. Critically review and analyze current payroll procedures in order to recommend and implement changes leading to best practice operations. Provide support, training, mentoring, and development to staff on an ongoing basis to ensure a fully efficient payroll operation, to maximize the team s success and to enhance employee engagement. Assist finance and accounting staff with account reconciliation, monthly variance and accrual questions as it relates to payroll transactions. Identify time that has not been submitted or is unapproved through Employee Self Service and coordinate with city locations to ensure time is submitted and approved to meet critical processing deadlines. Employ expertise, credibility and effective partnering to help identify, evaluate, and resolve complex and sensitive issues, problems and service needs. Conduct work planning and prioritization to optimize performance of the team and to meet deadlines. Develop and maintain payroll processes and internal control to preserve the quality, efficiency and overall effectiveness of all payroll functions and regulatory compliance and to ensure compliance with Sarbanes-Oxley controls. Coordinate information sharing between payroll teams and other departments to maintain an efficient and practical approach to the delivery of payroll services and training to internal customers. Review all non-union payrolls for completeness and accuracy and approve payroll fluctuations from payroll to payroll. Prepare ad hoc reports and analyses as required by management, internal customers and auditors. Develop and sustain effective business relationships with GES departments, vendors and governmental agencies. Provide project management oversight for projects related to area of responsibility.Work Environment Special Considerations: Flexibility with work schedule.
